This is how the Galaxy S3 live wallpaper (with flying seeds) looks like on the home screen.
In the settings, you can configure the quantity, size and speed of flying seeds. The rotation of the flying seeds and the wallpaper scrolling mode are enabled by default. Moreover, you can add Water Droplets effect (the screenshot on the right above) to the live wallpaper. But it will disable the wallpaper scrolling mode.
